The City Council for Education organizes one more year workshops for children to facilitate the reconciliation of work and family life during this time.

On 23, 24, 26, 27, 30 and 31 December 2019 and on 2 and 3 January 2020, from 9 a.m. to 2 p.m., it organises a Christmas workshop at the Colegio Público Oltà, especially for working parents, to give their children the opportunity to live together and have fun during these days.

There will be time for games, plastic arts, music, theatre, handicrafts, English and lots of fun. The workshop is aimed at all children born between 2008 and 2016. You can register for week 1, week 2 or both weeks. The workshop has a price of 32 € per week and interested parties can register until 20 December at the Concejalía de Educación in Punt Jove (Plaza Constitución).

Yesterday's agenda included the election of a new Justice of the Peace. During the vote, Juan Santos, who had previously been a justice of the peace, was re-elected with 11 votes in front of the former Bernardo Moll city councilor with 9 votes. Dominica Lafuente received only one vote.

 

In a second vote for the election of the substitute peace judge, there was a draw between Bernat Banyuls and Bernardo Moll, so that the result is forwarded to the Supreme Court to examine what needs to be done in this case.

The INE has informed the city of Calpe that the municipality has 22,725 inhabitants according to the census of 1 January. This means that the municipality has 1,092 new inhabitants. To reach this number and to avoid the decrease of the census requires a lot of work of the town council.

 

In recent years, under the direction of Hilde Backaert, the Padrón Department has taken various measures to prevent population loss. One of the problems identified is the lack of information from citizens, who in many cases are convinced that they are already registered as citizens of the city, or who do not know that the registration must be renewed if they are foreigners.

 

The various successive campaigns aimed at all foreign or non-resident citizens resident in Calpe call for registration or renewal. For months, advertisements were placed in the media, informative Mupis were used, explanatory brochures were sent out, flats were visited, etc. The media were also informed of the results of the survey. The residents' registration office carried out intensive educational work on the necessity of renewing the registration. In addition, letters in five languages were sent to foreigners who had not renewed their registration.

 

All these efforts led to the recovery of the population after it fell below 20,000 registered inhabitants in 2016 (with the consequent loss of transfers from the state), so that Calpe continues to win back residents and economic support.

This week the work of the first phase de Plan Edificant started in the city. This is a complete renovation of the washrooms at CEIP Oltà.

The building, built in the 1940s and extended in the 1960s, now has four washrooms, two on the ground floor and two on the upper floor. The washrooms also house the teachers' toilets and a small room where the cleaning materials are stored. The washrooms were renovated in 1999 - 200, but now the normal wear and tear has appeared.

The work consists in demolishing the current WCs and the partition wall. The accesses are changed, windows are replaced, the cisterns are renewed and new sanitary and electrical installations are installed. Doors are replaced and the space is adapted to the new needs. The works have a budget of 101.923,40 €.

This project is the result of a round table discussion that the City Council held with all the directors and chairmen of the AMPAS (Parents' Representatives) of the schools in the city to collect the needs in each of the schools, with the aim of giving special importance to the school community in discussing the applications for the Edificant Plan.

Other infrastructure under the Edificant Plan includes the construction of a second grammar school and a new centre for the Gargasindi Special School, with the demolition of the existing building planned for summer 2020 as a first step towards the start of work.

The "Reconquista of Glas" (in reference to the reconquest of Spain by the Christian armies against the Moorish occupiers), by Ecovidrio - the company that manages glass recycling in Spain in collaboration with the Generalitat Valenciana and the city of Calpe - has made it. Collect 7,200 kg of glass (equivalent to 27,400 glass containers) during the festivals of Moros y Cristianos.

On average, each member of Moros y Cristianos collected 9 kg of glass containers in the campaign containers. Calpe participates in this initiative in the category dolçaines (places with up to 950 participants in Moros y Cristianos festivals). The filá of the Contrabandistas won the raffle of the mini igloo and the pack of local products.

Glass recycling in Calpe

According to the latest data available for 2018, the citizens of Calpe have recycled a total of 1,346,700 kilograms of waste glass containers. This means an average of 62.3 kilograms of recycled glass container waste per neighbour.

Calpe has an average of 96 inhabitants per container and currently has 225 igloos for glass container waste that are installed in the municipality.

The Mayor of Calpe, Ana Sala, presented Miguel Pastor, President of the Unió Musical Calp-Ifach, with the keys to the cultural centre of the Calpe music group on the day of Saint Santa Cecilia, the patron saint of music. This is the culmination of a long process through which the group will enjoy its own opportunities to develop its work. The keys were handed over during the group's concert and on Saturday the musicians and directors of the institution were able to visit the premises of the "Casa de la Música" and test the rehearsal room.

 

In 2006, the City Council and the Unió Musical signed the Memorandum of Understanding by which the Banda de Calpe handed over to the City Council the land of its property in Avenida del Puerto de Santa Maria. With this protocol, the City Council undertook to comply with the design of the project commissioned by the Unión Musical, to hand over the construction of a building, the Unión Musical of the ground floor of the building, with approximately 515 m². On the ground floor, with direct access from the street, are the rehearsal room, a room for the storage of instruments, toilets and other rays. The Unión Musical now also includes a part of the first floor, with classrooms and administration. The rest of the building becomes municipal property.

 

In the municipal budgets since 2016, the city council has provided an amount of 250,000 € per year, which is financed by the Caja de Crédito de la Diputación de Alicante for the construction of the respective phases of the building. In the same year, 250,000 euros were earmarked for the completion of the works.

 

On the occasion of the handover of the keys, Mayor Ana Sala said that "this handover symbolizes a small tribute to all the people, musicians, directors, teachers and partners who have been part of this institution, indispensable protagonists of the cultural and festive life of Calpe since 1931".

In recent weeks, the Calpe City Council has noted an uncontrolled increase in the number of cuttings in the municipality, so that the city has made possible a specific service for the collection of cuttings and their subsequent transfer to the Campello wastewater treatment plant, to which Calpe belongs according to the zonal waste plan.

 

According to the regulations, only private individuals may deposit cuttings in addition to the waste bins set up by the entire municipality for subsequent collection by the company responsible for household waste collection. However, professional horticulturists are obliged to deposit their waste in an authorised landfill site, which is the closest following the recent closure of Ecoparque de Denia, is Campello.

 

At the same time as providing the service for the collection of cuttings, the City Council reminds the gardening companies of the obligation to manage their own cut by depositing it in the designated locations. If professional companies leave the pruning in public areas. they are faced with a serious infringement of the relevant regulation, with fines of between 151 and 600 euros.

 

In the future, however, as the mayor indicated at the last plenary session, the aim of the city council is to ensure that the cutting and treatment of the cut is carried out in the municipality and can be reused. The collection and treatment of household waste is expected to be put out to tender and awarded in the coming months, and the specification already provides for the construction of a plant for this use.

Calpe begins this Thursday its 25th International Day for the Elimination of Violence against Women with a cycle of short films. At the Saló Blau, six short films on male violence will be shown from 8 p.m. onwards: "El paraguas de colores", "Celebraciones", "Hogar, hogar", "El beso del astronauta", "Mamas y papas" and "Por la flor de la canela", all from "CortoEspaña".

On Saturday 23 November at 8 pm, the theatre group L'Arèola Teatre will present the play "Salvaje" with the actresses Alba Juan, Elena Egea, Laura Lemus and Carla Polo in the auditorium. This play aims to empower women and combat micro-macho-attitudes, the text focuses on the sometimes unnoticed attitudes that maintain discrimination against women.

On 25 November, at 12:00 noon in Plaza Miguel Roselló, the institutional manifesto will be read on the occasion of the International Day for the Elimination of Violence against Women. And at 8pm in the Plaza Constitución is the rally organized by the Women's Association for Equality of Calpe with the slogan "We continue in feminist emergency.

The programme ends on 27 November at 8 p.m. at Saló Blau with the lecture "Gender Violence: Myths and Realities" by Rosario Tur Ausina, Professor of Constitutional Law.

The programme is organised by the Equality Office of the City of Calpe and financed by the State Pact against Gender Violence.

The plenary session of the Calpe City Council held today decided to amend the city's traffic regulation regulating parking with time limits in order to introduce measures that benefit both residents and neighbours.

This leads to improvements such as the 20-minute minimum rate, the cheaper weekly ticket or the exemption from payment for vehicles with "0 emissions" environmental badge. On the other hand, after various meetings of the Mayor and the City Council delegate with the Association of Business Owners, it was agreed that dealers in areas affected by limited parking may have up to a maximum of 8 parking cards for their company vehicles and employees.

Another innovation is the creation of a mixed orange zone in the old town from 1 May to 31 October, with a uniform tariff of between 18 and 21 hours. The idea is to make parking easier during working and business hours, but to limit it in the afternoon.

Although the parking service is not yet operational at the end of the concession period, it is intended to adopt the new regulation used for the new service contract. The new contract will be concluded in the coming months.

 

Renovation of Club Social la Manzanera

Another point raised in today's plenary session was the company's commitment to carry out the rehabilitation work of the former Club Social la Manzanera and the renewal of the waterfront promenade that runs between these facilities and La Manzanera Bay with a pedestrian walkway.

In 2017, the General Directorate of the Coastal Zone granted the city the concession to carry out the works and both projects are in progress; the project has already been quantified: the renovation of the Club Social will cost 585,000 euros and the renovation of the promenade and the construction of the pedestrian bridge 680,000 euros.

 

According to Juan Manuel del Pino, City Councillor for Urban Planning, it is "urgent to conclude the contract. It must be avoided that the area decays until the rehabilitation is no longer possible". In this context, Defendamos Calpe has said that "it is not a priority work, there are more urgent and necessary initiatives in the municipality, and we do not know for which the Club Social La Manzanera is intended".

For its part, Compromís per Calp has confirmed that "the investment is necessary, but we do not agree with the way the works are financed, because they are approved in La Calalga heights to finance the works". The PSOE Group has also said that the works are not urgent; "furthermore, in this year's budget there is an investment for it, but nothing has been done so far".

In conclusion, the Mayor, Ana Sala, said that "in 2011, the General Directorate of the Coasts asked the city to act or demolish in the Club Social de la Manzanera; therefore, the project is a priority for the current City Council and we want to keep the building".

 

Decisions

All municipal groups supported the Socialist Party´s proposal for the International Day against Violence against Women, and Noelia Císcar, Councilwoman for Equality, presented the events planned for this day in Calpe. With regard to Compromís per Calp's proposal to initiate a cadastral audit in the municipality, it has been decided since 1996 to suspend the debate and to request a study on the consequences of this increase in the cadastre for the citizens of Calpe.

The decision of the Defendamos Calpe Group to condemn the Mayor for the opinions expressed on her personal social networks about the current President of the Government was adopted with the votes of the entire opposition and abstentions of the Ciudadanos Group. Ciudadanos proposed to "leave this kind of remarks in the personal sphere". The Mayor noted that "these are statements made in a personal capacity and cannot restrict freedom of expression".

The Defendamos Calpe Group's proposal was also adopted to set up a place where leaf and pruning waste could be deposited. The mayor has already announced that the new waste collection contract already provides for the creation of an eco-park and particularly a composting plant.

Two proposals by the Popular Party were also adopted: one to combat the tiger mosquito plague and the other to praise the work of the security forces in Catalonia.
