The Calp Town Council, through the company EULEN, concessionaire of the local first aid service, has this year set up a system of pre-notification so that people with reduced mobility can use the facilities on the adapted beaches. In this way, queues can be avoided and the user service can be managed more safely.

These accessible beach points are located on the two main beaches of Calp, La Fossa and Arenal-Bol. These beaches have differentiated bathing areas and are specially equipped to meet the needs of people with mobility problems, the elderly and the visually impaired. Specifically, they are located in the Fossa at the level of Calle Llevant and on Arenal-Bol beach at the level of Calle Holanda.

Interested users should make an appointment via the municipal website (www.calp.es) by clicking on the OAC appointment banner. It can be booked for a maximum of two hours, although the user can stay longer if there are later vacancies.

The staff who will take care of these people will use masks and individual protective equipment to provide the service with all safety measures. In addition, screens have been set up in the shade to increase the capacity of the facilities. And the materials used will be disinfected after each use. The user must walk with his mask on.

Accessible areas are equipped with amphibious chairs and crutches, adapted bathrooms, shower and changing rooms, and lifeguards who take care of and accompany the users of the service, with the possibility of choosing to be accompanied by a trained family member if desired.

These accessible points operate from Monday to Sunday from 11.00 to 19.00 and there are reserved parking spaces nearby.

Calp City Council has installed a new webcam in Plaza Colón to replace the previous one, which was down last year. From now on, citizens and tourists will be able to enjoy the image of the Arenal Bol beach in real time through the municipal website www.calp.es. In addition, the new camera, which has a higher resolution, will offer a higher image quality than the previous one.

Calp has another webcam at Real Club Náutico, which is part of the webcam network of the Generalitat Valenciana (regional government) and can also be viewed on the municipal website.

Calp has renewed the treatment against pine processionary, which takes place annually in November and is repeated in February for reinforcement.

 

Although there is no indication that the incidence of pine processionary will be greater than in other years, the City Council for the Environment recommends caution in pine forest areas. This caution should be extreme in the case of minors and dogs and avoid contact with the caterpillar at all times.

 

Processionaries are part of the Mediterranean ecosystem and in no case are they a pest, although they can cause problems when dealing with humans and animals. It is important to know the biological cycle of these caterpillars, because when they are in the ripening phase, they descend from the pine tree to bury themselves in the ground and pupate, transforming into a butterfly. This descent from the tree and crawling in a long line makes this caterpillar known as a processional moth.

In the area of the Mediterranean Arc, this process usually takes place during the months of February and March.

The city council yesterday unanimously approved the government team's proposal to formalise a legal agreement on a provisional basis to resolve the precarious situation of health transport in Calp, although this is not the responsibility of the city council. This week, the Síndic de Greuges (Regional Government Ombudsman) himself requested a report from the regional Ministry of Health on the insecurity of the service.

 

However, this point triggered many discussions. For example, Defendamos Calpe's spokesperson, Paco Quiles, said that "the proposal is not very well elaborated" and referred to the criterion of population dispersion as a consequence of the urban model of recent years.

 

For his part, the spokesperson for Compromís, Ximo Perles, explained that "we do not share the delegation of competences because it does not go hand in hand with the delegation of financial resources". He also pointed out that the criterion of kilometres is not enough to measure the calculations of the duration of an ambulance.

 

The Socialist spokesperson, Santos Pastor, wanted to recall the conflict and accused the government of treating the issue with "alarming levity". Ciudadanos spokesperson, Juan Manuel del Pino, said that "in view of this problem, it seems right to turn to the regional ministry and give an account of the vulnerability we are in".

 

Finally, Mayor Ana Sala pointed out that "we have a current problem and the government team has been left alone. It would help us if they would vote for the agreement, which we will implement in full ... so that the citizens can see that their government and their opposition care about them.“

 

Report of the Treasury Department

In addition, the reports of the Treasury Department for the fourth quarter of 2019 were published, which show that the City Council has reduced the average payment period to its suppliers in the last quarter of 2019 to 3.03 days. This is the best figure since the start of the historical series, in the third quarter of 2014, as can be deduced from a report by the department.

 

The city needs an average of 3.03 days to pay its suppliers, not only meeting the default rules that oblige public administrations to pay in less than 30 days, but also reducing them significantly.

 

Approval of construction projects

The projects for the redesign of Benissa and Murillo streets, the rehabilitation of Carrer de Fora and the construction of Calle Alcalde Vicente Pastor were also approved with a total of 990,000 euros.

 

These are the projects of the strategy for sustainable and integrated urban development EDUSI "Revitaliza Calp", co-financed by the European Union's European Regional Development Fund (ERDF). These projects aim to improve the urban landscape, activate the old town and promote social integration.

 

In Murillo and Alcalde Vicente Pastor streets, the most innovative element is the installation of escalators and ramps to improve mobility and urban accessibility in the historic centre. It is precisely this aspect that has been most criticised by the opposition, which did not agree with the installation because of its cost and impracticality.

 

Carrer de la Pilota canopy

 

In yesterday's plenary session, the project for the roofing of the Carrer de la Pilota was also approved. The idea is to install a light roof on this sports field to protect it from the weather and make better use of the facilities.

 

The project, which costs 115,816 euros, includes the installation of a roof made of translucent polycarbonate panels and is subsidised by the Diputación Provincial.

 

Aguas de Calpe Renewal Fund

 

The actions of the Aguas de Calpe Renewal Fund for the year 2020 were also decided. Specifically, EUR 424,700 will be provided for the renewal of the lines in Cucarres, Pinarmar, Senieta, Gran Sol, Tossa and the renewal of the fibre cement network in Cometa III.

 

The opposition also expressed its displeasure that no member of the opposition representing the city government is a member of the General Assembly and the Board of Directors of Aguas de Calpe.

 

Presence of local police personnel

 

Most members of the Calpe local police were present at yesterday's plenary session to protest against the abolition of the specific night shift, which leaves the officers who perform this service without compensation for the night shift.

 

The officials had hoped to speak at the plenary session, but the mayor declared that "we are in negotiations. Last Wednesday we had a meeting with the head of department and the unions; their demands are being examined and we are continuing open negotiations. We are asking for time". As the police staff could not intervene, they left the plenary room.

The Mayor of Calp, Ana Sala, accompanied by the City Council for Fisheries and Ports, Paco Avargues, met with the Director General for Ports, Airports and Coasts, Emilio Olbiol, this morning in Valencia to learn about the condition of the Puerto Blanco marina, among other things.

 

Puerto Blanco is still closed and has been in a state of abandonment since February 2016, when the Conselleria de Vivienda, Obras Públicas y Vertebración del Territorio (Regional Ministry of Housing, Public Works and Territorial Planning) ordered the sealing and closure of the facilities of this marina for safety reasons, given the dilapidated state of the port. Moreover, the concession of the company that had been managing the service until then had expired.

 

Four years have passed and the City Council has no news of the start of the works that will allow the marina, which is deteriorating over the months, to reopen. The Mayor has asked for information about the start and completion of the works and whether a new tender for the operation of the marina is planned soon. However, the Director-General himself has stated that a response will be forthcoming shortly.

 

Another issue discussed at the meeting was the possibility of using an existing space in the port area, owned by Costas, the coastal authority, to provide an area for the dumping of all the waste produced in the port, thus putting an end to the scattered containers and improving the image of one of the municipality's most important tourist resources. The municipality undertakes to bear the costs of adapting this area. The General Management has confirmed the appropriateness of the initiative.

 

During the meeting, the ban on nautical activities in ports or the fees for activities in the port were also discussed. This fee, which is paid annually to the Generalitat by all institutions and companies operating in the port, amounted to 916,000 euros in 2018 and reached 2,278,000 euros in 2016. According to the regulations, 40% of this fee must be invested in improvements to the Port of Calp. However, no major investments or improvements have been made to this port infrastructure for years.

Currently, work is concentrating on shifting the sand that the sea deposits on the shore by heavy machinery into the inner areas of the beach. The aim is to accelerate the natural process of the wind, which drives the sand inland for months.

 

This work, which is being carried out on La Fossa and Arenal-Bol beaches, will continue over the next few days until the level of stabilised sand is reached.

 

In addition, the city has announced after a meeting with officials of the Valencian Tourism Agency that in March the foot showers, pavements and other elements of the beaches destroyed by the storm will be replaced.

Calp City Council has reduced the average payment period to its suppliers to 3.03 days in the last quarter of 2019. This is the best figure since the beginning of the historical series, in the third quarter of 2014, as can be seen from a report by the Departamento de Intervención (Treasury Department).

The city takes an average of 3.03 days to pay its suppliers, thus not only complying with the delay rules that oblige public administrations to pay in less than 30 days, but also reducing them considerably. In fact, this deadline reached 44.85 days in the third quarter of 2015 and 1,000 days in 2011.

This data leads to greater confidence of companies and suppliers in the City Council, is a guarantee of solvency and a guarantee for companies and businesses that work with the City Council. It also means greater competition among bidders for public contracts and therefore a greater variety of offers and services.

Calp will host the provincial competition of musical groups of the 2nd section on 22 March, organised by the Provincial Council in collaboration with Calp City Council and the Calp-Ifach Music Association. This is the provincial competition for groups of 51 to 70 musicians.

 

A few days ago, the drawing of lots took place in the Palacio Provincial to determine the names of the participating groups to know: Societat Musical L' Alianza de Mutxamel, L' Harmonía Societat Musical d' Alacant and Unión Musical de Asís. This event was attended by the Cultural Officer, Julia Parra, the Calp City Councillor for Culture, Pilar Cabrera, and the President of the Unión Musical Calp-Ifach.

 

The compulsory work in this competition is the symphonic work "El ritual del fuego" by the composer and conductor of Canals, David Penadés Fasanar. In addition, the Societat Musical L' Alianza de Mutxamel, conducted by Mario Roig Vila, will be presented as works of free choice "Arte" by Juan B. Francés Parra and "Cantus Laetus" by David R. Gilligham. While L' Harmonía Societat Musical d' Alacant will perform "Musical Apolo" by Amando Blanquer and "Valhalla" by Francisco Zacares Fort under the direction of José Tomas Moñinos Baeza, the Unión Musical de Asís will perform the pasodoble "Unión Musical de Asís" by Valdés and "Gloriosa" by Yasuhide Ito under the direction of Francisco Antonio Soler Compañ.

 

The competition will be closed out of competition by the Unión Musical de Calp under the direction of Enríque Montesinos. The prize for the competition is 4,200 euros for each of the participating groups and another 2,500 euros for the group receiving the Mención de Honor.

The local government will once again submit a request to the Regional Ministry of Health for a solution to the precariousness of the health transport service in the municipality. A report has been drawn up by the City Council that includes the incidents recorded - some resulting in death - in the reports of the Local Police that reflect the situation of vulnerability of citizens and visitors. This document includes specific cases in which the ambulance, which must travel from Denia or Jávea, has arrived more than an hour and a half late.

Despite the efforts made by the City Council to strengthen the ambulance service, the Consell Jurídic Consultiu issued an opinion on the competence in this matter in January 2019, stating that the Generalitat Valenciana has exclusive competence for the organisation, management and direction of all public health facilities and that there is no authorisation that would allow the City Council to exercise the competence for ambulance transport.

The Generalitat Valenciana also stated that "the hiring of an ambulance for basic life support to supplement the health services of the Ministry of Health, which would be paid for from the budget of the City Council, is a responsibility of the Ministry of Health. For this reason, given the fact that the City Council has no competence in health matters, it cannot provide the urgent health transport service, which in any case falls within the competence of the Consellería de Sanidad.

Nevertheless, the City Council continues to work with the Red Cross, financing the ambulance service of this institution, so as not to leave the community without such a necessary service For this purpose and, the cost of the ambulance service will be transferred to the plenary as extrajudicial credit recognition. Despite all this, the service is still insufficient, which is also reflected in the complaints of the citizens.

The Mayor, Ana Sala, has pointed out that "the City Council is not resigned to the inactivity of the relevant administration. We cannot leave the citizens without a service such as the Outpatient Department due questions regarding who is competentee; the Consellería must now offer a solution.

At the beginning of 2019, the City Council sent a letter to the Consellería explaining the current insecurity of the health service and asking the Generalitat to offer solutions. To date, however, the autonomous administration has not yet reacted.

The current service is inadequate: a Soporte Vital Básico, which includes the transport of patients to the hospital in Denia, a SAMU service based in Benissa and a TNA based in Denia. As a rule, it is not possible to organise medical transport from the various housing estates or town centres to the Calpe Health Centre when the Soporte Vital Básico provides transport to the hospital in Denia. In these situations, SAMU is requested to travel from Benissa to Calpe - when no other service is being provided - and to go to the home or place where the sick or injured person is and transport them to the Health Centre.

The programmed TNA transport, for its part, is limited to transporting patients from their home to the hospital to facilitate their participation in scheduled outpatient appointments and is not suitable for emergency care. Given the population structure of Calpe - where the elderly population predominates due to the tourism model - and the dispersed nature of this locality - where 50% of the population lives in housing estates outside the town centre - a clear neglect of the municipality in this area can be observed, which is even more evident in times of maximum tourist influx. In view of these circumstances and the distance between Calpe and Denia (34 kilometres), as well as the increase in population during the summer, the town has for years been strengthening the service in various ways, although this was not its responsibility.
