In the last plenary session, Calp City Council amended the traffic regulations to regulate, for the first time, the traffic in the municipality of so-called vehicles for personal mobility, i.e. vehicles with one seat and 1 or more wheels driven by electric motors with a speed between 6 and 25 kph.
The regulation stipulates that these vehicles can generally travel on the road and cannot travel on boardwalks, parks or promenades, with the sole exception of persons with reduced mobility travelling in electric wheelchairs.
The use of this type of vehicle for commercial purposes is also regulated. These vehicles may not carry more than six passengers and must be accompanied by a guide, and their routes and timetables must be expressly approved by the City Council.
Vehicles for personal mobility may be used on cycle paths, as well as on general roads where the maximum speed is limited to 30 km/h and on roads in residential areas with a maximum speed of 20 km/h.
It is absolutely forbidden to park these vehicles on the pavements; they must be parked in the spaces reserved for bicycles or motorcycles and it is forbidden to chain them to trees, traffic lights or any street furniture. In any case, these vehicles must comply with traffic and road safety regulations. Riders must wear a helmet and carry technical documentation, as well as third party liability insurance.
The minimum age to drive is 16 years, although minors under the age of 16 may also drive with a moped driving licence. The regulation sets out three types of infringement (from driving more than one person to driving on the pavement or negligent driving among others) and three types of penalties, ranging from €750 to €3,000 depending on the type of infringement.
