The plenary session of the Calp City Council has agreed to initiate a new modification of the PGOU to define the green infrastructure of its municipal area. In this way, it is intended to study and define which undeveloped land in Calp can be converted into green areas with the ultimate objective of preserving these spaces in the municipality.

The modification, called D-16, arises from the decree of the Consell that allows the installation of solar farms on undeveloped plots. To prevent the few undeveloped areas that remain in the town from becoming orchards of these characteristics, the Territory department came up with a proposal to modify the PGOU to create green corridors from these plots.

"We already have enough with the fish farm, we don't want solar farms behind us, which perhaps are not essential, and we can study how other municipalities that have a different type of landscape and other types of conditions are better places to host infrastructures of this type. In the same way that there would be other places than our bay to place the cages of the fish farm", highlighted the Councilor for Territory and spokesman for Ciudadanos Juan Manuel del Pino who stressed that it is: "our municipality as small as it is, and with so little area that we have left unbuilt and unoccupied, we can maintain it in the best possible way”. “It is a modification of the PGOU that tries to protect our landscape”, he declared.

Given that this modification affects the structural planning of the municipal term, the Regional Ministry is the competent body to approve it. Now with the approval of this point, the processing begins and the first step will be to write a draft of a specific modification of the PGOU and an initial strategic document.

The Defendamos spokesman, Paco Quiles, proposed that the issue be left on the table because he considered that the file submitted to the plenary session was incomplete by not including the areas of the municipality that were discussed in the information commission that would be susceptible to this change of qualification. urban. Juan Manuel del Pino responded that the draft that is drawn up will determine the scope that the territory that will serve as green infrastructure will occupy.

For his part, the spokesman for Compromís, Ximo Perles, stressed that: "providing the municipality with greater green infrastructure does not seem to be a major inconvenience, always at the expense of seeing what this draft of the plan says" and clarified that it was a matter of voting on the start of writing this initial document.

The point was approved with the votes in favor of the government team and Compromís the abstention of Defendamos Calpe and PSOE.

Guidelines for applying for European aid

 On the other hand, the plenary initially approved the Guidelines for Energy Rehabilitation Actions in compliance with the Sustainable Development Goals. It is a guide that establishes the guidelines that a project must comply with, whether it is from a public administration or from a company so that it can thus obtain European aid.

"These are guidelines so that whoever carries out a project uses those proposed rehabilitation paths and is better able to obtain European funds," said Juan Manuel del Pino, who stressed that these aids are mainly focused on projects that seek efficiency energetic.

Application for a new education center

 The plenary also agreed to reiterate to the Ministry of Education, Culture and Sport, the request for a new center for infant and primary education for Calp through the Pla Edificant. This is the third time that the plenary session of the City Council decides to make this request to the Ministry due to the increase in the number of students in the educational centers of the municipality.

Easter Grant

 Another of the points discussed in plenary session has been the resignation of the Calp Vell ruling to the 9,000 euros grant granted by the City Council since this year the commission has decided not to celebrate the festivities. And in this sense, the plenary session has agreed to transfer this amount to the Calp Holy Week Brotherhood Council for the increase in festive activities organized by this festive entity.

IBI (Land Value Tax) bonuses

 The plenary session has unanimously agreed to modify the Fiscal Ordinance regulating the Real Estate Tax in order to lower the requirement for homes to have a minimum power of 2 kW for every 100 square meters of constructed area in order to access the discounts of the IBI for the installation of solar panels. With the modification, a minimum peak power of 1 kW will be required for every 100 square meters, with a minimum of 2 kW.

In this way, it is intended to increase the number of people who can access this bonus that came into force at the end of September and that will be applied by 50% in the IBI receipt for the first three years after the completion of the works of installation with a maximum of €400 and 25% in the two following tax periods with a maximum limit of €200.

 RSU tender and street cleaning

 Likewise, the plenary session approved the acceptance of the awardee proposal made by the contracting table for the tender for the urban waste collection and transport service and street cleaning of Calp in favor of the bidder Acciona. With an award price of €38,738,553.59, it is one of the most important contracts in the municipality.

Mayor Ana Sala pointed out that "it is a historic day", for having managed after four years that the tender has finally been awarded and after the difficulties that have occurred in its processing.
