Yesterday's plenary session of Calp City Council debated the motion of the socialist councillor group calling for an investigation into the administration of vaccinations in Calp. Although the proposal was unsuccessful, the mayor bluntly pointed out that no member of the government had been vaccinated, except councillor Ana Perles, who works at the Calp Health Centre and is one of the health workers subjected to this first vaccination.
However, Sala also noted that the three councillors who came to the La Saleta home on the first day of the vaccination were invited, "no one went of their own accord, we were told it would be good to go because the start of the vaccination was good news. Furthermore, councillor Rebeca Merchán pointed out that they were once offered vaccination there and the three councillors refused.
The spokesperson for the municipal socialist group, Santos Pastor, said that the motion was an exercise in transparency given the cases that have occurred throughout the country. All councillors, with the exception of Ana Perlés, who works in the health sector, said they had not been vaccinated.
The motion of the PP and Ciudadanos group Civic Caucus to ask the government to abolish VAT on FPP2 masks was approved. Also approved was the Compromís Group motion to ask the government to start amending the law to establish exceptions to certain restrictions (such as the timeliness of tax payments) for receiving subsidies.
Industrial estate
Another issue that caused discussion was the preliminary approval of the plan called Marina de Ifach, where the business and service park will be located. The formalities required at the time by the Conselleria de Territorio were rectified due to technical issues relating to structural changes due to the impact of roads through the construction of roundabouts on the northern access road.
The file was sent to the Consell Juridic Consultiu for an opinion on the modification of the green areas, and the Consell indicated that this procedure corresponds to the final approval, which is the responsibility of the Territorial Directorate of Urbanism.
Toni Tur, from Defendamos Calpe, stressed the lack of a feasibility and economic study and the need to revise the 1998 PGOU. Ximo Perles, from Compromís, justified his abstention with the "lack of protection of the Casa de La Soliva, which is located in the area and is of great monumental value".
Santos Pastor, from the Socialist Group, said that "the regrouping of green areas could have been concentrated to protect the Casa de la Soliva". For his part, the Ciudadanos spokesperson, Juan Manuel del Pino, spoke of the need for "this industrial estate to be created in order to diversify economic activity". The mayor, Ana Sala, also expressed herself in this sense, saying that "it is necessary to move forward with this park that allows us not to depend on the seasonality of tourism and to create employment opportunities".
Urban planning with a gender perspective
In addition, the Ordinance on the Consideration of Gender Perspective in the Construction of Buildings, Dwellings, Commercial Premises and Offices was first passed unanimously.
The draft ordinance, which is being pushed by the Urban Planning and Gender Equality Departments, believes that from the moment the building permit is granted, the gender perspective must be part of the decision-making process, considering that what is decided at this stage will affect the use of the property for a long period of time. In the same vein, the design of the common spaces of the buildings and their encounters with the public realm should be examined from a perspective that ensures the safety of the population.
The ordinance covers issues such as access to buildings from a main street rather than side streets. It is proposed to regulate the closure of properties from buildings in the block so that access is safer; the promotion of business premises in blocks to facilitate the flow of people and visibility, to avoid corners and angles poorly lit in common spaces, etc.
Payment period to suppliers
It was also reported that Calp City Council reduced the average payment period to suppliers to 2.52 days in the last quarter of 2020. This figure surpasses the municipality's previous best, which was 3.03 days in the fourth quarter of 2019.
Edificant Plan
The Conselleria was also asked to update the deadlines of the Edificant Plan in relation to the construction of the CEE Gargasindi, as there have been delays in the works due to the pandemic.
Statements by Ximo Perles
At the end of the plenary session, the member of Compromís Ximo Perles took the floor to explain some information that had appeared in the press about the development of his professional activity from the office of the Compromís group in the Provincial Council. In this context, Perles pointed out that he has no private professional activity, "my only professional activity is to provide legal advice to the Compromís faction in the Provincial Council and therefore the work address is the office of the Provincial Council. I do not practise as a private lawyer in the Compromís office in the Provincial Council or anywhere else".
